02/05/2008
Plans for the development of Phase Two at Humber Quays, Hull's waterfront business and international trade district, have taken a step forward with the appointment of the project team.

The project team comprises Arup (project management and civil engineering) who are the lead consultant; specialist landscape architects, Whitelaw Turlington; urban designers, David Lock Associates; Roger Tym & Partners who are the planning consultants; i-transport (traffic consultants); Hull University (ecology) and Hammonds (legal advice). Many of the individuals involved have worked previously in Hull on the City Centre Masterplan and other projects in the city. The appointments have been made on Hull Forward's behalf by Yorkshire Forward (the Regional Development Agency) who will be jointly funding the Phase Two works with Hull City Council.
John Holmes, Chief Executive of Hull Forward, said: 'Following the outline planning approval gained last year, the appointment of the project team means we can now move forward with the detailed design work. This coupled with the recent announcement for the development of a high quality, waterfront restaurant led scheme by Nikal sends the message that Phase Two of Humber Quays means business.'
Hull Forward and the project team will now move towards completing the detailed design of Phase Two which includes the provision of flood defences, public realm, site services, landscaping and a decked car park with a view to submitting for detailed planning approval at the end of summer.
Tenders will then be invited for the construction work and the aim is to commence on site by the end of the year, with completion towards the end of 2009.
It is proposed that Phase Two of Humber Quays will include:-
- a range of major office buildings providing up to 20,650m² commercial office space
- a stunning high class waterfront restaurant
- a 200 bed, 4-star, international brand Hotel
- approximately 32 further residential apartments
- a second multi-storey car park to serve the development
- high quality landscaping and extension to the riverside promenade
- extension of the flood defence wall to the estuary frontage.
Aside from the proposed commercial developments, the Masterplan for Phase Two of Humber Quays includes a riverside promenade with raised timber deck viewing areas, a new pedestrian street through the site to connect into the plaza and the retention of the existing landscape to Wellington Street West. All buildings and landscaped areas will achieve the highest standards of design and construction as evidenced by the quality of the first phase.
When complete, it is expected that Phase Two at Humber Quays will deliver over 1500 new jobs and harness some £65m of private sector investment.
Lawrence Revill, Managing Director at David Lock Associates, commented: 'This development consolidates the Humber Quays waterfront as the key business location in the city and underpins the regeneration of the city centre as a whole. With plans for the Fruit Market, the relationship of the city with the Humber will be transformed.'
Richard Bickers, Project Manager for Arup commented "We are very pleased to be helping Hull Forward & Yorkshire Forward realise the Humber Quays project. This is one of many projects now coming forward in Hull which will help to transform and revitalise the city. We are seeing the development market growing in confidence with productive cooperation between the public and private sectors."
John Haymes of Hull Forward confirmed that the company is in negotiations with developers for both the 4 star hotel project and the waterfront restaurant and that these schemes will progress alongside the Phase Two infrastructure works.
